Zhenhai District Fastener Industry Association: Empowering Technology to strengthen the foundation, cultivating skilled workers to promote common prosperity

On August 26th, a promotion meeting for deepening the construction of targeted recruitment "Common Prosperity Workshops" was held in Yuyao City, Ningbo City. At the meeting, Zheng Jie, Deputy Minister of the United Front Work Department of the Yuyao Municipal Committee and Secretary of the Party Group of the Yuyao Federation of Industry and Commerce, Lin Jingjing, Secretary of the Party Committee of Qiangtou Town, Xiangshan County, Lu Jiao, Deputy Secretary of the Party Committee of the Zhenhai Fastener Industry Association, Jin Xiaofeng, Administrative Director of Ningbo Yinzhou Yada Auto Pipe Fittings Co., LTD., and Yu Bin, the person in charge of the "Yu Ni Yiqi" Common Prosperity Workshop in Qiucun Town, Fenghua District, respectively shared their experiences.

In recent years, the Fastener Association of Zhenhai District has relied on the advantages of the fastener industry characteristic town in Jiulonghu Town, Zhenhai District. Adhering to the goal of "common prosperity through skills and prosperity through vocational education", it has fully leveraged the strength of industry associations and experts, and deeply implemented measures such as skills training, grade certification, exchange and discussion, and collaborative services. It has been striving to build a full-chain service system covering "training - certification - application - improvement". It has driven over 800 villagers from three nearby villages to achieve employment near their homes, with an average annual income of 30,000 yuan per person. It has been selected as a typical practice case of the provincial targeted recruitment "Common Prosperity Workshop", promoting a comprehensive improvement in the overall level and efficiency of the industry.

First, build a vocational skills training system to consolidate the foundation for career development. The first is to build a bridge from newcomers and novices to those who have just entered the field. Adhering to the "theoretical explanation + intensive practical training + on-the-job application" three-in-one model, closely aligning with the cutting-edge technologies of the industry and the job demand orientation, we regularly offer basic skills courses such as tensile metallography, precision electric welding, and forklift operation, cultivating the first batch of 215 fastener manufacturing workers in the region and laying a solid professional foundation for the practitioners. The second is to break down the barriers from theoretical understanding to practical training and combat. Advanced training equipment such as tensile testing machines, metallographic microscopes, welding workstations, and forklift simulators are brought into the classroom. The practical operation ability of the equipment is regarded as an important criterion for the final assessment to ensure that every trainee can "leave the classroom and start working directly". The third is to smooth out the path from skill learning to official certification. Participated in the compilation of the "Zhejiang Province Vocational Skills Evaluation Specifications for Fastener Manufacturing Workers", and jointly set up vocational skills level assessment and special operation certification classes for "Intermediate and Senior Electricians", "Forklift Drivers", "Metal Material Physical and Chemical Inspectors", etc. with adult schools and certification institutions. This year, guided three leading enterprises to carry out independent evaluation of the skill levels of fastener manufacturing workers.

Second, focus on the elements of enterprise innovation and development, and enhance the core efficiency of the industry. The first is to organize expert exchanges and discussions to precisely tap potential. We regularly organize exchange activities such as "Offensive Seminars", "Expert Roundtable Meetings", and "Workshop Open Days", inviting industry experts, senior craftsmen, university scholars and other leading figures to discuss front-line problems. We have successfully solved many common industry problems such as "Optimization of Heat Treatment Process for High-Strength Fasteners", "Research on anti-loosening Technology", and "Debugging and Maintenance of Automated Production Lines". The second is to establish a talent mobility mechanism for mutual assistance. Sort out the clear ledgers of technical talents in industry enterprises, mobilize the talent group to regularly carry out activities such as master-apprentice pairing, talent exchange, and master lectures, and promote the mutual sharing of "industry secrets" such as advanced operation methods, equipment improvement experiences, and quality control tips. The third is to build a green innovation platform to improve quality and efficiency. By introducing professional environmental protection treatment institutions to create a "one-stop" hazardous waste treatment platform, the efficiency of industrial waste oil and waste gas treatment has been increased by 40%, and the treatment cost has been reduced by 25%. Through waste oil regeneration technology, 30% of the waste oil has been rejuvenated, achieving a "double harvest" of economic and environmental benefits.

Third, optimize resource integration through collaborative services to create a high-quality development ecosystem. The first is to build a service consortium. Under the overall planning of the workshop and the joint coordination of industry associations, long-term strategic partnerships have been formed with multiple entities such as adult schools, certification institutions, equipment suppliers, and environmental protection service providers. Regular high-quality services throughout the entire cycle, including career planning, post-class Q&A, equipment rental, and purchase discounts, are provided. The second is to promote services to reach households and enterprises. Adhering to the principle of "what the workers want, the workshop provides", we go deep into the front line to listen to their voices, ask about their needs and difficulties, and comprehensively promote door-to-door and enterprise-to-enterprise services. For instance, in response to the difficulty in coordinating the training time for workers, we have implemented the "Training into Enterprises" flexible shift arrangement. To address the occupational disease concerns of workshop workers, we have formed mobile medical service teams to provide health checks at the front line. The third is to broaden the upward channels. Establish a clear "one student, one file" list for each student, recording their performance throughout the entire cycle from enrollment to employment. Regularly dispatch job vacancies in industries and enterprises, accurately recommend job opportunities for students, and fully build promotion channels to promote the formation of a good atmosphere of "learning from each other and striving for excellence".
